These businesses build and run the layer of tools that sits between a company's ATS and the outside world: careers sites that actually convert visitors into applicants, job distribution engines that push openings to the right boards and job aggregators automatically, CRM systems that keep in touch with candidates who aren't ready to apply yet, and content or campaign tools that turn an employer's culture into something a candidate can see and judge before they ever speak to a recruiter. Some also run virtual career fairs, produce employee-generated video content, or manage the paid media spend behind job ads. When a company brings one of these in, recruiters stop manually reposting jobs to a dozen boards, hiring managers get a pipeline instead of a pile of resumes for one role, and talent acquisition gets numbers to show where hires actually came from.

The people who go looking for this are usually stuck in one of a few situations: postings are live but applications have dried up, the careers site looks like an afterthought next to competitors', cost-per-hire is climbing because every role runs through paid job boards with no reuse of past candidates, or leadership is asking for proof that recruiting spend is working and nobody can answer beyond gut feel. Often it's a growing company that outgrew a plain ATS and discovered it has no way to build a talent pool, tell its own story, or reach passive candidates who aren't actively browsing job boards.

Providers split roughly into a few camps, and knowing which one you're looking at matters more than the feature list. Some are essentially employer-branding and content shops disguised as software — strong on careers pages, reviews and video, weaker on distribution mechanics. Others are pure distribution and multi-posting engines built to get a job in front of as many eyes as possible, with less focus on brand or narrative. A third group leans CRM-first, built around nurturing and segmenting a candidate database over months rather than just filling one requisition. A few specialise narrowly — campus and graduate hiring, virtual events, high-volume retail or hourly recruiting. When comparing, look at how deeply each one integrates with your existing ATS rather than trying to replace it, whether its analytics show real source-of-hire attribution or just traffic vanity metrics, how the pricing works (flat SaaS fee versus a markup on ad spend it manages for you), and whether it's sized for a company posting a handful of roles a year or one running recruitment like a marketing funnel at volume.
