These vendors build the software people use to actually construct a course: dragging together slides, branching scenarios, quizzes, video and interactions, then packaging the result so it plays correctly on a laptop, a phone, or inside whatever LMS the company already runs. Buying one of these tools changes who can build training. Instead of briefing a developer or an agency and waiting weeks for a build, an instructional designer, a subject matter expert, or an HR generalist can put a course together themselves, publish it, and update it the next time a policy or a product changes.

People end up here because the way they've been creating training has stopped working. Maybe compliance content is stuck in outdated PowerPoint decks nobody can maintain, or product training can't keep pace with release cycles because every course needs a developer to touch the code. Maybe a company has grown past ad hoc onboarding and needs something repeatable, or an existing LMS has no content behind it because there was never a proper way to build anything for it. The common thread is a mismatch between how often training content needs to change and how slow or expensive it currently is to change it.

The tools solve this by giving non-developers a way to build interactive content without writing code, but they differ sharply in how far that goes. Some are built around a slide-and-timeline metaphor close to PowerPoint, which is fast to learn but limits how complex the interactions can get. Others are more like structured content systems, treating a course as blocks of reusable content that can be assembled, translated and republished across formats, which suits organisations managing hundreds of courses rather than a handful. Cloud-based tools let teams co-author and publish instantly; desktop tools give more control over the finished file but slow down collaboration. Output format matters too — SCORM and xAPI compatibility with your specific LMS, true responsive behaviour on mobile rather than a shrunk desktop view, and how well the tool handles localisation if you're translating content into multiple languages. When comparing options, look closely at the learning curve for non-technical authors, how content is reused and updated at scale, and what happens to your existing course library if you ever need to move to a different tool.
