Sometimes it's a leadership team that's realised their annual review process only captures a manager's view and misses blind spots that peers and reports would flag immediately. Other times it's tied to a specific moment: a promotion decision, a leadership development programme, or a culture problem where senior people need an honest read on how they're actually experienced, not just how they think they come across.
The providers here split roughly into self-serve platforms, where your HR or L&D team builds the survey, sets the rater groups and pulls the reports themselves, and more managed offerings that bundle in facilitation, coaching debriefs or ready-built competency frameworks so you're not designing the questionnaire from scratch. That distinction is the first thing worth checking: do you want control over the questions and scoring, or do you want something proven that a non-specialist can run without much setup. Beyond that, compare how they handle anonymity in small teams (a rater group of three peers isn't really anonymous, and good tools have rules for this), whether reporting includes only scores or also narrative comment analysis, whether coaching or action-planning is included or sold separately, and how well the platform integrates with whatever performance or talent management system you already run feedback and reviews through. Price and setup effort tend to track how much customisation and human support is built in, so it's worth being clear on whether you need a one-off assessment or something you'll run every cycle.
