These businesses find, screen and place people into jobs on behalf of another company. That can mean sourcing a single accountant for a permanent hire, supplying a rotating pool of warehouse workers week to week, running the entire recruiting function for an engineering team, or handling niche work like data labelling and entry that needs trained hands rather than software alone. What changes for the customer is that someone else now owns the sourcing pipeline, the screening calls, the reference checks and often the paperwork of employment itself - the client ends up with a person starting work, not a stack of resumes to sort through.
People end up looking for this when hiring internally isn't keeping up: roles sit open for months, a hiring manager is doing recruiting on top of their actual job, a seasonal or project spike needs bodies fast without a permanent headcount commitment, or a specific skill set (a niche engineering discipline, a clinical specialty, a language) simply isn't showing up in the usual channels. Sometimes the problem is volume - filling fifty warehouse shifts a week - and sometimes it's precision, like finding one executive who fits a very particular brief. Either way, the company doesn't have the time, network or internal capacity to solve it themselves.
Providers split mainly by how they get paid and how much of the process they take over. Contingency recruiters and agencies are paid only on a placement, usually a percentage of salary, and compete on speed and reach. Temporary and on-demand staffing firms keep workers on their own payroll and bill a markup, taking on the employment risk and admin in exchange. RPO providers go further still, embedding with a client to run sourcing, screening and sometimes onboarding as an ongoing function rather than a one-off search. Specialist firms - in healthcare, IT, manufacturing, creative, or data services - trade breadth for depth, usually delivering better-qualified shortlists faster within their niche.
When comparing them, look past the pitch to the mechanics: how they're paid and what that does to their incentives, how fast they typically fill a role like yours, whether they employ the worker or just introduce them, how deep their bench actually is in your sector versus generalist reach, and whether they can scale a headcount up and down as your needs change rather than delivering one placement and moving on.
