These businesses build and manage the software that sits between a marketer and platforms like Meta, Instagram, Pinterest, Snapchat and TikTok. In practice that means connecting to ad accounts and product feeds, generating and testing creative variants, setting rules that shift budget toward ad sets that are performing and away from ones that aren't, automating bidding, and pulling performance data from several accounts or clients into one report. Hire one of these and the day-to-day work of running paid social changes from manual campaign-building in each platform's native ads manager to something closer to setting strategy and letting the system execute and adjust.

People end up looking for this when paid social has outgrown what a person can manage by hand. A media buyer is logging into Ads Manager multiple times a day to nudge budgets, campaigns are going stale because nobody has time to refresh creative, and spend is being wasted on audiences or placements that stopped converting weeks ago. It's often worse for agencies, who are doing this across dozens of client accounts and need consistency and reporting that doesn't take a day to compile. Since Apple's tracking changes made attribution murkier, a lot of teams are also struggling to say with confidence which campaigns actually drove the sale, which pushes them to look for tools with better modelling or first-party data matching.

The providers here split roughly into two approaches: software you operate yourself, and managed services or agencies who run the accounts for you using their own tooling. Within the software camp, some are automation layers focused narrowly on Meta bid and budget rules, others cover multiple platforms from one dashboard, and some go further into automated creative generation or catalogue-driven dynamic ads for ecommerce. What's worth comparing is which ad platforms are actually supported versus bolted on, whether optimisation is rule-based or model-driven, how creative testing and reporting work once cross-device tracking is limited, and how pricing is structured — a flat subscription versus a percentage of ad spend can matter a great deal once budgets scale. For agencies, multi-client account management and white-label reporting are usually the deciding factor over raw feature count.
