These businesses take over some or all of a company's hiring function rather than just handing over candidates for a fee. That means owning requisitions, sourcing and screening candidates, running interview logistics, managing offer stages, and reporting on things like time-to-fill and cost-per-hire, often embedded inside your existing ATS and working under your employer brand so candidates experience it as your recruiting team, not a third party. Some run the entire hiring function end to end; others take on a defined slice, like technical screening, high-volume seasonal hiring, or a single new office or country.

Companies end up looking for this when their internal recruiting capacity has fallen out of step with what the business needs. That shows up as reqs sitting open for months, hiring managers doing their own sourcing badly on top of their day jobs, a sudden spike from a funding round or new contract that a two-person TA team can't absorb, or a plan to open in a country where nobody understands local hiring practice or employment law. It also shows up more quietly, as a high cost-per-hire, a bad candidate experience that's damaging the employer brand, or leadership wanting hiring volume and quality reported on properly instead of run informally.

The main split is between full RPO, where a provider runs the whole hiring function on an ongoing basis, and project or on-demand RPO, brought in for a defined burst of volume or a specific skill gap and then scaled back down. Delivery models differ too: some put recruiters on-site or embedded in your team, others run delivery centres offshore (commonly India or the Philippines) at lower cost but with less day-to-day visibility. Worth comparing providers on: whether they specialise in a function or industry versus working generalist across any role type, whether pricing is per hire, a flat management fee, or a hybrid, how quickly they can flex headcount up and down, whether they work inside your ATS or bring their own stack, and what they can actually show for time-to-fill and quality-of-hire on business of similar size and geography to yours.
