The businesses in this category get hired to find, vet, and supply people for work a company needs done but doesn't want to build an internal team for. That covers a wide range of concrete jobs: a recruiting agency sourcing and screening candidates for hard-to-fill roles, a staffing firm supplying an ongoing pool of workers for delivery, warehouse, or field operations, a back-office or virtual assistant provider taking over admin and support tasks, or a data enrichment team cleaning and building out contact lists so a sales function has something to work with. What changes for the customer is usually headcount and speed — roles get filled, shifts get covered, or a repetitive function gets handed off, without the company running its own hiring pipeline or managing that work in-house.
People end up here because normal hiring isn't keeping pace with what the business needs. A team is growing faster than its recruiting function can handle, a role requires niche skills or industry knowledge the internal team doesn't have, seasonal or logistics work needs bodies on short notice, or someone has realised that a task like data cleaning, appointment setting, or customer support is eating time that should go to higher-value work. In each case the company doesn't have a hiring problem so much as a capacity problem — and building a permanent internal solution for it doesn't make sense yet.
Providers here solve this in different ways, and the differences matter more than they first appear. Some work as traditional recruiters, charging a placement fee to find and vet a candidate you then employ directly. Others run a staffing or managed-service model, supplying and managing workers or a full outsourced team on an ongoing contract, often billed monthly or hourly. A third group operates more like a platform or marketplace, matching you with contractors or specialists on a self-serve basis with less hand-holding but faster turnaround. When comparing them, look at how they price (fee-per-hire versus retainer versus hourly), how deep their vetting actually goes, whether they specialise in your industry or role type, how quickly they can staff up or down as your needs change, and whether you're buying a one-off placement or an ongoing relationship you'll depend on to keep functioning.
