These businesses find and place the clinical and allied staff that hospitals, clinics, care homes and health systems can't recruit quickly enough themselves. That means sourcing and credentialing registered nurses, CNAs, nurse practitioners, physicians and locum tenens doctors, allied health professionals like physical therapists and radiographers, and placing them into shifts, contracts or permanent roles. The work includes licence and credential verification, background checks, scheduling around facility needs, and in the case of travel and locum placements, managing housing and compliance across state lines. When it works, a unit that was short three nurses on Friday has cover by Monday, without the hiring manager running a six-week recruitment process for a role that needed filling yesterday.
People start looking for this when a shift is going unfilled, a unit is running under safe staffing ratios, or a facility has a vacancy it's been trying to fill directly for months with no qualified applicants. Sometimes it's seasonal — a surge in patient volume, flu season, a facility opening a new wing — and sometimes it's structural, a persistent shortage of a specific specialty in a specific region. Either way, the person searching is usually a director of nursing, a practice manager, or someone in HR who has run out of internal options and is now weighing the cost of an agency against the cost of an empty shift, care that doesn't get delivered, or existing staff burning out covering the gap.
Providers differ mainly in how they source and how they're paid for it. Some run large pools of pre-vetted travel nurses and can turn a request around in days, trading speed for a markup on bill rate. Others specialise in permanent placement and locum tenens, working more like a traditional recruiter with a placement fee and a longer, more selective process. A newer group leans on matching platforms or apps to connect facilities directly with per-diem clinicians, cutting out some agency margin but putting more scheduling and vetting work back on the facility. When comparing them, look at speed to fill, the specialties and geographies they actually cover well versus claim to cover, how credentialing and compliance are handled, and whether pricing is a flat markup, a placement fee, or a subscription — because the cheapest quote on paper isn't always the one that gets a shift covered on time.
